[Zeek-Announce] Spicy 1.3 released

We are excited to announce the release of Spicy 1.3. See the NEWS file[^1] for a high-level summary, or the CHANGES file[^2] for a detailed list of changes that went into this release. As part of this release we bumped the required Spicy version the zeek/spicy-plugin[^3] to >=spicy-1.3.0. Thanks to everyone who contributed to making this happen!
